Summary Description of Mr. Siegers' contributions to the Enterprise Architecture practice, promotion or professionalism:

Rolf’s involvement with ‘modern-day architecture’ began in the mid-1990s. His initial focus on software and systems architecture expanded to enterprise architecture, where he leveraged EA concepts and constructs to enhance design work in the software and systems arenas. Rolf was the earliest advocate of enterprise architecture used across the Engineering organization at Raytheon.

Rolf led a series of architecture teams on national and international programs beginning in 1997. Years later he transitioned from the direct proposal and program activities to organizational architecture initiatives, allowing him to leverage his expertise and impact a wider array of Raytheon pursuits and programs, first across his Business unit and then across the company.

Rolf's first company-wide architecture-related initiative was leading a team developing the Raytheon Enterprise Architecture Process (REAP) to standardize the architecting activities of enterprise architects, systems architects, and software architects. REAP was launched for company-wide deployment in 2002 and continues to see widespread use today. It has been used across all Raytheon Businesses (the U.S and abroad) on over 850 engagements spanning numerous domains, Customer communities, program sizes (sub-$1M to multi-$B), and types (proposals, programs, campaigns, IRaDs, organizational initiatives).

REAP standardizes architecture development, description, and assessment across Raytheon. It integrates a variety of well-established government and industry standards developed for the enterprise, system, and software architecture realms. The primary standards unified in REAP are: Department of Defense Architecture Framework (DoDAF), The Open Group Architecture Framework (TOGAF®), Zachman® Framework for Enterprise Architecture, Federal Enterprise Architecture Framework (FEAF), and the Software Engineering Institute’s Architecture Tradeoff Analysis Method (ATAM®).

Rolf has been the REAP's principal author for each of its releases. The REAP was independently assessed by The Open Group and achieved the ‘Recognized Method’ status. It is the only architecture process in the Aerospace & Defense industry with this credential.

Rolf leads the Raytheon Mission Architecture Program, a company-wide initiative unifying several architecture competency initiatives under one ‘umbrella structure’ to ensure their alignment via common leadership and governance. RayMAP is a group of architecture initiatives that support and standardize Raytheon Engineering’s architecture governance, process, training and certification, collaborations, reference architectures, and tools.

Rolf leads Raytheon’s Certified Architect Program (CAP) and co-leads Raytheon’s Software Architecture Development Program (SwAP). These programs provide expert-level architecture instruction to Raytheon’s top enterprise, systems, and software architects. Raytheon’s Certified Architect Program is the only accredited certified architect program in the Aerospace & Defense industry.

The architecture competency established by Rolf for Raytheon Engineering & Technology was also adopted many years ago by the Raytheon Information Technology organization. Their organization leverages REAP and CAP in support of the ‘internal’ enterprise architecture activities of Raytheon.

Rolf established and/or supports a number of key relationships between Raytheon and academia, consortia, government, and industry to further the architecture practice across the company. Examples include Raytheon’s collaboration with the Software Engineering Institute, The Open Group, Stevens Institute of Technology’s System Architecture Forum, Penn State University’s Center for Enterprise Architecture, Zachman International, International Council on Systems Engineering’s (INCOSE) Architecture Working Group, Object Management Group, US DoD Systems Engineering Research Center (SERC), and ISO architecture standards committees. 

Rolf has coordinated Raytheon-wide feedback in support of the evolution of several international architecture standards. These include:

  • ISO 15704: Enterprise modelling and architecture — Requirements for enterprise-reference architectures and methodologies
  • ISO 19440: Enterprise modelling and architecture – Constructs for Enterprise Modelling
  • ISO/IEC/IEEE 42010: Systems and software engineering — Architecture description
  • ISO/IEC/IEEE 42020: Architecture processes
  • ISO/IEC/IEEE 42030: Systems and Software Engineering — Architecture Evaluation Framework

Rolf is a longstanding member of Raytheon’s Corporate Architecture Board (CAB), the company-wide governance authority over REAP and CAP. He is a past Chair of the CAB and currently sits on it as a Business Lead and Curriculum Committee Chair. Rolf is also prominently engaged in the certification process, having supported over 230 certification and recertification boards.

Rolf is a focal point for all-things-architecture across Raytheon. The ongoing success of the programs and collaborations which he established continues to expand architecture capabilities across the enterprise—a testament to his passion, leadership and motivational skills.

Dubai Electricity and Water Authority (DEWA)





In 2013, Dubai Electricity and Water Authority (DEWA) launched a large-scale transformation program to develop a Smart Grid for the Emirate of Dubai. To successfully achieve this $7 billion program, DEWA has established 11 Smart Grid Programs and Cross-Cutting Initiatives to deliver against the objectives laid out in the Strategy and Implementation Roadmap (2013). The Program required a detailed understanding of the capabilities required to achieve DEWA’s vision, an assessment of existing smart grid capabilities and identification of prioritized initiatives that will enable DEWA to realize the required capabilities.

DEWA’s goal was to build a secure, scalable, highly available, reliable and sustainable enterprise architecture to support the business strategy. This requires alignment between Smart Grid business and technology capabilities. To achieve the Vision, a robust Technology Architecture was needed, allowing transition from the legacy grid systems to Smart Grid.

Headquarters (HQ) Air Mobility Command (AMC) Enterprise Architecture (EA)

Development to Model Based Systems Engineering (MBSE) Solution


This project demonstrated for the command that Enterprise Architecture constructed and translated from levels one, two, and three of “The Zachman Ontology” can then continue the alignment transformation into “The Zachman Framework for Enterprise Architecture”, level four, Engineer Perspective. Applying systems engineering discipline along with SysML provides a more detailed and comprehensive set of requirements and a set of detailed engineering specifications that were not possible with the existing requirements generation processes. Historically, AMC would form a team of functional subject matter experts who would be expected to develop the requirements set in a Microsoft Spreadsheet without the aide a system engineering concepts or tools. The proof-of-concept not only yielded a comprehensive list of requirements / high-level design, but a set of requirements that have traceability to the supported processes and activities at the Enterprise Architecture level. In addition, the use of SysML Block Definition Diagrams provides a way to model man-machine interfaces without trying to mock up a screen face. As a result, along with a list of requirements, the command now has the data (attributes) and screen functions (behavior) allocated to each block (high-level design). This approach provides a very concise way of capturing large amounts of detail in a very efficient way to solve complex requirements generation for hard to solve algorithms for efforts such as diplomatic clearance and airfield suitability applications.

AMC achieves EA discipline by developing standard templates and guidelines that drive development of architecture artifacts. This discipline is based on industry experts in the field of EA, Zachman and Spewak. The discipline focuses on collection, stakeholder collaboration, and standardized storage of enterprise-wide primitives (i.e. information elements, performers, networks, systems, services, business processes) that can be scoped, assembled, and built to create composite models required by the Department of Defense Architecture Framework (DODAF). This approach allows reuse of the individual primitives across segment-, solution-, and enterprise-level architectures developed in support of HQ AMC and the Combatant Command. The enterprise-wide primitives are then used as the baseline library for incorporation into the MBSE effort. Information elements, performers, networks, systems, system functionality, services, and business processes are selected and the scope of the engineering effort is narrowed down to target an identified gap within the enterprise. The enterprise engineering staff used the MBSE methodology to develop Block Definition Diagrams (BDDs), Use Cases, and Use Case diagrams from a logical solution. The enterprise engineers interact with stakeholders, subject matter experts, and program offices to further refine the requirements captured at the EA level until a fully flushed out set of Technology Specification Models is available. These stakeholders view and approve all specifications in real time.

TVSCS - A move towards Enterprise technology transformation



TVSCS Enterprise Architecture (EA) adapted a comprehensive framework for managing and aligning IT assets, operations, projects and people with operational characteristics. It ensures alignment between business vision, planning, organization strategy, and IT strategy. It also defines how our information and technology supports, benefits the business and enables linkages to our partners.

The framework used by TVSCS EA team also provides enterprise-level guidance for the organization’s technical infrastructure and allows for the identification of services, standards, concepts, components and configurations that are used to guide development, support deployment and ongoing operations. 
EA provides the reference model for information system infrastructure and the applications that are supported by it while establishing a common vocabulary across services and systems. 
It identifies standards and guidelines and facilitates the kind of development that leads to interoperability between systems and portability of components for cost reduction through the re-use of common services. TVSCS EA uses a blended/hybrid architecture methodology aligned with Design thinking, TOGAF and a number of other industry-standard frameworks like COBIT, ITIL, and DevOps, etc.

Since 2002, the FEAC Institute has presented the Annual Excellence in Enterprise Architecture Awards, recognizing the contributions that the discipline of Enterprise Architecture has on achieving efficiencies, greater effectiveness, transparency, increased collaboration and innovation in solutions to organizational outcomes whether they be government or industry.

Nominations are encouraged from all types of enterprises in industry and all levels of government, including International, U.S. Federal, State, and local government organizations, education, as well as successful industry, government and education programs outside of the United States. 

Nominations may address any mix of Architecture frameworks, descriptive languages, modeling notations, etc. There is no fee for submitting a nomination. All nominations are reviewed by a panel of practicing enterprise architects. Nominations are competative and not all categories may be awarded in a given year.  

Four award categories are announced each year:

  1. Leadership in Enterprise Architecture Driven Results - Government Project, Civilian
  2. Leadership in Enterprise Architecture Driven Results - Government Project, Defense
  3. Leadership in Enterprise Architecture Driven Results – Industry
  4. EA Hall of Fame - Individual Leadership in EA Practice, Promotion and Professionalization (open to industry, as well as current and former Government employees)

2019 Award Submissions

Submission Instructions. 

Deadline for Awards Submission is 5:00 PM EST on Friday, March 31, 2019. Winners will be notified in April of 2020. 


Nominations for Government or Education Programs will ONLY be considered if submitted by the Government or Education organization impacted by the effort. Industry submissions in support of a Government project shall be submitted under the Government category and must have written concurrence of the sponsoring agency. All countries are welcome to submit. Past winners have included members of the European Union, the United Kingdom, and Dubai. 

Submissions consist of a business case and the submission of EA artifacts. The business case shall is completed through the completion of the form using the appropriate link above. Submission write-up must be supported by EA artifacts. There shall be at least three EA artifacts referenced by the submission write-up. Submitters should not exceed five artifacts. Submitters are encouraged to select artifacts that best represent the EA effort and are tied to their business case. All submission attachments must be in PDF format and submitted as a single document including EA artifacts. Submissions without a complete business case write up and inclusion of artifacts will not be considered. 


Selection Criteria

Each candidate program must provide a completed nomination form by the deadline for consideration by the Excellence in Enterprise Architecture Results Awards Selection Committee.

  • Submissions detailing how the discipline of EA has been applied to a complex enterprise problem will be accepted, with the exception of EA Hall of Fame Nominees, who may be current or former government, industry or academic professional. 
  • The Selection Committee will consider only those nominations providing all information requested on the nomination form.
  • Submission business case narrative exceeding three (3) pages will not be accepted. If detailed program information to be included in your submission is available on the Internet, please include a publicly accessible URL. Submissions shall include at least three (3) but not more than five (5) EA artifacts directly supporting the claims made in the business case narrative.
